Member of Parliament Local Area Development Scheme (MPLADS)         

Introduction

    The Member of Parliament Local Area Development Division is entrusted with the responsibility of implementation of Member of Parliament Local Area Development Scheme (MPLADS). Under the scheme, each MP has the choice to suggest to the District Collector for, works to the tune of Rs.5 Crores per annum to be taken up in his/her constituency. The Rajya Sabha Member of Parliament can recommend works in one or more districts in the State from where he/she has been elected. The Nominated Members of the Lok Sabha and Rajya Sabha may select any Districts from any State in the Country for implementation of their choice of work under the scheme. The Department has issued the guidelines on Scheme Concept, implementation, and monitoring. The Department has initiated all necessary steps to ensure that the scheme is successfully implemented in the field. The progress of the works being implemented under the scheme is monitored on a regular basis.

Salient features:

1) MPLADS is a centrally-sponsored plan scheme fully funded by the government of India under which funds are released in the form of grants in-aid directly to the district authorities.

2) Works, developmental in nature, based on locally felt needs and always available for the use of the public at large, are eligible under the scheme.

3) Preference under the scheme is given to works relating to national priorities, such as provision of drinking water, public health, education, sanitation, roads, etc.

4) The funds released under the scheme are non-lapsable. Funds not released in a particular year is carried forward to the subsequent years, subject to eligibility.

5) The MPs have a recommendatory role under the scheme. They recommend their choice of works to the concerned district authorities who implement these works by following the established procedures of the concerned state government.

6) The District authority is empowered to examine the eligibility of works sanction funds and select the implementing agencies, prioritise works, supervise overall execution, and monitor the scheme at the ground level.

7) The district authorities get the works executed through the line departments, local self-governments or other government agencies. In some cases, the district authorities get the works executed through reputed non-government organisations.

8)  The Lok Sabha Members can recommend works in their respective constituencies.

9)  The elected members of the Rajya Sabha can recommend works anywhere in the state from which they are elected.

10) Nominated members of the Lok Sabha and Rajya Sabha may select works for implementation anywhere in the country.
