Solid Waste Management: Challenges, Implementation, and Progress

1. The Problems

Effective solid waste management continues to face several challenges that impact cleanliness, environmental sustainability, and public health. 

One of the major concerns is the lack of awareness among the public regarding solid waste management practices and the proper segregation of different types of waste. Littering in public places is a common issue. In addition, many waste collection storage units like Mini Material Collection Facility and Central Material Collection Facility require improvement to meet the growing demands of efficient waste collection and disposal.  

Another significant challenge is the absence of large-scale scrap dealers/aggregators in the region, limiting opportunities for recycling and the efficient recovery of recyclable materials.

2. The Implementation

To address these challenges, several initiatives have been implemented through the coordinated efforts of government departments from PHED to P&RD and ASRLM, local bodies, institutions, and Saahas NGO. Awareness programmes have been conducted across different sections of society to educate citizens on waste segregation, responsible disposal, and environmental conservation.

Special awareness campaigns have been organized in schools, educational institutions, and communities to encourage responsible waste management practices from an early age. Blue color HDPE bags were distributed to very Household in the Gram Panchayats so that the community people can store their dry waste in their household. 

Cleanliness drives and the Reduce, Reuse, and Recycle (RRR) campaign have been carried out by Saahas to promote sustainable waste management. 

Furthermore, household solid waste collection services have been initiated, ensuring systematic door-to-door collection and improved waste handling.

3. The Progress

Significant progress has been achieved through the collective participation of various organizations, local bodies, and community stakeholders. 

Solid waste management has become more organized with the establishment of waste collection facilities at different levels, improving the accessibility and efficiency of collection services.

The continued implementation of awareness programmes and community participation has increased public engagement in responsible waste management practices. 

Around 160 Mini Material Collection Facilities (MMCFs) in the district and 19 Central Material Collection Facilities in the Gram Panchayat have been setup in Majuli. Out of these 54 Mini Material Collection facility are made functional through bamboo structure and 13 Central Material Collection Facilities have been made functional. Further a total of 80,000 kgs have been collected so far in Majuli. Investment in infrastructure, maintenance of collection vehicles, and strengthening recycling networks will further enhance the effectiveness of solid waste management in the region.
